Warner: PA Budget Deal a Mixed Bag

HARRISBURG – Rep. Ryan Warner (R-Fayette) issued this statement after voting against a $50.1 billion state budget for the 2025-26 fiscal year while also supporting a measure to remove a major roadblock to the state’s energy industry:

“Pennsylvanians simply can’t afford this budget. While negotiations did get the price tag down to $50.1 billion, compared to the $51.5 billion the governor proposed back in February, it is still spending more than we will collect in revenue this fiscal year.

“Spending beyond our means like this means a future tax hike is almost certain. With costs rising on food, utilities and other necessities, we should be helping hardworking Pennsylvanians keep their hard-earned money rather than spending it on government programs. This budget is irresponsible, and I could not support it.”

While voting against Senate Bill 160, the General Appropriations bill, he cast a vote in favor of a measure that would remove a major barrier to energy development by getting Pennsylvania out of the Regional Greenhouse Gas Initiative (RGGI) once and for all.

“Since Gov. Tom Wolf overstepped his authority several years ago by forcing the state into RGGI, our Commonwealth has missed out on 22,000 direct energy-related jobs and nearly $8 billion in economic development. This move is long overdue and will ultimately boost job creation and economic growth while also lowering consumer utility bills.

“With the budget more than four months overdue, we will soon be talking about the 2026-27 budget, and I will continue fighting against more spending and advocating for policies that help grow jobs and opportunity for communities in Fayette County and beyond.”
